What Licenses Are Needed to Start a Cleaning Business?

You can do all of this with a local or county agency, but some states require you to file with a state agency instead of or in addition to the county. Starting 2018, a cleaning business (employers that provide janitorial or cleaning services to other parties) must be licensed as a Property Services Contractor by the Oregon Bureau of Labor and Industries (BLI).
